Not Smart Quotes

I'm a long-time reader of Raymond Chen's The Old New Thing blog. It's an entertaining collection of old-time trivia (for me, not being a Windows programmer any longer), as well as a source of examples and problems about ongoing compatibility and why decisions were made. Essentially an ongoing study of the science of trade-offs, which every software developer comes into contact with over time. His post today, however, is encouraging lazy terminology. He uses the term "smart quotes" to refer to
